Yeah, I expect games like Fallout and Elder Scrolls to be a little buggy on release (Although, I've never really had any problems!) since the games are so vast.
Skyrim: Special Edition probably shouldn't have shipped with some of the game breaking bugs which were in the original version though. If they were making the special edition you'd think they'd reopen all of the bugs which were closed as won't fix (due to time constraints) when Skyrim first released and fix those since they had the chance. Money I guess.
