Valve wouldn't exist as it does today for a start with paid mods.
But if you aren't making a total conversion or something, you aren't going to get shit, even though you're doing some high quality work. People doing stuff like Portal maps, that don't necessarily want to make a whole mod out of it, should be able to get something out of it. They deserve more than the two or so people every year that A: find your donation link and B: actually care enough to donate.

I've heard that the cut is partially the publisher's choice, so hopefully it's a lot less awful if/when it rolls out for Dota or Cities.

While it's technically not Valves problem, I could see it becoming their problem if Adobe and Autodesk decides that it is.
This would already be an issue with Dota and CS:GO workshop stuff, which resulted in Modo Indie and Maya LT.

The thing is that you need to get approved when you're putting your stuff up. You can't just sell anything.

The whole issue with this system is how they're introducing it. It's mostly a bunch of small horse armor sized bits, when the pay model works better for Dota custom games and total conversions.

Is your user account name something with symbols? If so, try making another admin account with just letters and numbers.
With i5 3570 + GTX760 I'm doing 60 fps most times (desert stuff with lots of foliage can get it down to 50 fps) on all high settings, normal textures.
