The difference in brute performance is very small. Even less than PS4 x Xbox one. 2 ~ 3 Tflops of brute force is not going to be noticiable most of the time.
They are both relying on pretty much the same raytracing tech, same shaders tech, same CPU, same GPU. The differences lie in different approaches for cooling and power consumption.
Like cerny said, just relying on terraflops as a gauge for performance isn't accurate, there's a lot of new stuff in here that in conjunction it's actually a really interesting jump into a new generation of consoles, specially since it gives devs new interesting toys to play around with. (Raytracing)

Yeah man... Well, Italy was at 3 deaths less than a month ago, now nearly 400 people a day are dying. I think these severe measures are very much needed, and I'm glad and positively surprised by how fast all of these governments are moving to protect everyone from exponential contagion, you wanna flatten the curve as much as possible.

Yeah for sure, let's make the most out of it... I'm actually having a great time, not going to lie, being home and to be able to take a 10 minute break and play on the carpet with my son is a pretty good and heartwarming experience.

The US is a weird capitalist country that way. A national healthcare like most countries have doesn't exist, so the best and easiest way to make testing easy and fast for everyone, is to invest and inject $$$ in these big and private companies, and hope they'll self organize and get the job done.
There's good and bad things about that, only the future will tell the outcome of this mess.
