Concerning the reaper's motives, I wouldn't object to leaving them unknown, or vague, as long as the ending wrapped up everything else nicely (including the reapers demise). Ramblings about chaos and order doesn't really explain anything though, as you mentioned.
But don't try to make sense of it. It only hurts. Just forget the whole ordeal and wait for BioWare to retcon this whole clusterfuck in a DLC.

You can get kicked in the nads if you do things really bad. Even so, all the endings are roughly the same and each ending is as dreadful as the next one. I completed nearly everything (like 99%) and had a 99% rating from co-op multiplayer, which affects the ending, and got the supposedly "good" ending... my ass it was!

To me, extradition is reasonable when used for crimes, primarily serious offenses, that have been commited in another country (for example, if this guy had shot 7 cops while he was vacationing in Texas, then this would be another story). Why can't the guy be tried in the UK? It's just silly.
