I tried it out when I was visiting Valve last year (or two years back? Can't remember). Back then it looked like when they first announced it (no analog stick) and it was already working pretty well.
I would Preorder if it was possible over here.

I think with this game it's more of an artists problem I'm afraid. Must be said however that the art direction seems better than Fo3 this time. I'd much rather play less than perfect looking game with decent quests than the other way around (see Gta V)

The VATS thing was put into the game to satisfiy the hardcore FO1/2 players and made a bit more sense on consoles than it did on the PC.
