If you can play it you can map for it. Hammer tools have been around ages and been running on computers with less power than yours.
Small amount of RAM might be an issue with large maps though.
Give it a go.
My advice would be to try and get 8gb of ram and even though you said you cant get a new pc i would strongly suggest even trying to get a cheap laptop with better specs but you can probably map as long as you don't use the carve function (which you shouldn't use anyways) and don't work with high poly-count shapes. Other than that compiling will suck.
You'll be fine, just make sure your PC is about 20km away from your house if you plan to compile, that way you won't get caught in the blast radius.
Use CompilePal if you don't want your computer to freeze during compilation. If the editor is slow, reduce the viewport render distance of models from settings. Don't keep the viewports fully zoomed-out unless you are using them in such way that it's necessary to do so.
