sort by project for "subscriptions" would be great. I wouldn't want so much content just being dumped in my csgo folder. I'd be way into something with search and tags and stuff, sort of like the steam workshop.

GitHub repos, or a SVN could work for this system... I also have a buttload of hosting where I can store all of this content if needed. Google Drive/Dropbox would work, but this would have to be "owned" by someone or a few people. We don't need dicks everywhere now...

Although I like git or svn I don't think it's a good idea, especially for artists.. It would be much simpler to just use dropbox where everyone has his own folder.
And to make it easier to 'search', we could also provide a jpg thumbnail for each model.

The issue with DropBox is that it's editable by other people on their machines. Plus I'm not very keen on my system being connected to other people's computers in that way, unless I've known the person for a long time.

Could you not just have every artist open a dropbox of their own and just list the links to their public release folder per artist?

This becomes an issue of "What if that person deletes his DB account?" "What if they just remove the files?" With them being hosted on a website, whilst management can only be done by a few members, this will ensure that the content will be kept there forever.

I'm willing to front Web hosting for this as I have unlimited space available to me. If an application can be made as a front end for FTP that will work fine. Assuming each user only has access to their own folder yadda yadda.

Captain obvious here, but open source means distributing the work files is not optional. Make available uncompiled/unexported models, original psds etc., end-users then export to the formats the engine of their choice accepts.
If the material was created to be used in Source then well, one can provide the ready-to-use asset.
Other kinds of distribution would make it a royalty-free repository.
I guess it's possible to use services like GitHub for this kind of thing? Dunno if it's possible to create a "channel" to aggregate contributors, I don't use these things, but it would be the ideal solution as an end-user could then contribute the adapted model for Cryengine for eg.
Hate Dropbox, plus it's highly impractical for this kind of thing as one user would be forced to sync the whole repository whereas it might just need two models. And it would quickly ramp up to gigabytes of data.
There are loads of repositories for all sort of media out there, I'm sure there is some ready to use CMS or a plugin that would do the job.
Anyway, definitely a great initiative!

Can we get a recap from Tophat on his plans for this system? I'm leaving a lot of this up to you guys to work out the specifics, but I'd like to check in on our progress

I think whenever something is up and running, these should be the ground rules for all content. Should be fairly obvious, but you don't want to step on any toes.
- Credit must be given in non-commercial projects.
- Credit must be given and financial compensation must be discussed for commercial projects (Operation maps, for example).
As for now, before any "system" is in place, I encourage those who are sitting on assets to simply put a link to a zip or similar and briefly describe what kind of assets the zip contains. It might be a while until the centralised infrastructure is in place and this is a good half-measure. Or in some cases, like the Cache assets for example, it can be enough to simply write that the assets are available to use and people can nab them from the bsp.
