    It's not a simple level like 14, but it's the literal elo or glicko 2 score, so it's somewhere in the thousands (for example, a player may be ranked at 3562 or something). You're not going to get an exact match, but it's more logical and doesn't need modification over time as players get better.

    CS:GO doesn't use the ranks to match people directly. Like Dota 2 there's a number behind it.
    On a different note; they reverted rifle and pistol nerfs. Really wish they didn't touch the pistols. :/

    Why change rifles at all?


    In CS:GO, spraying is generally the most popular way of firing a rifle. We can see this pretty clearly in the rifle data that we collect internally, and it’s something we hear the community discussing frequently.
    Because we think it’s valuable for players to have choices when they’re thinking about how to engage an opponent, we looked at ways to make tapping/bursting a bit more appealing. The hope was that by encouraging more deliberate firing, we would add something skillful that players could use to their advantage.
    As a first step toward this goal, we increased recoverytime for the AK-47, M4A4, and M4A1-S. For a detailed breakdown of the change and its impact, check out this excellent community post by lalush.
    Unfortunately, our implementation failed in a few ways.
    For one thing, increasing inaccuracy while spraying also comes with reduced accuracy for all forms of firing. Proportionally, spraying was the most impacted, but we underestimated the impact that the change would have on players who were already firing in shorter bursts.
    As it turns out, the adjustments didn’t really achieve the goal either – our rifle data shows that players in all skill groups are still spraying more than tapping or bursting.
    What’s next?


    It’s difficult to measure the impact on gameplay when too much changes at once. The Winter Update came with some really huge changes to gameplay, including a new weapon, an adjustment to pistols, and the rifle change. Since we likely changed too much too quickly, in today’s update we’re rolling back both the rifle and pistol adjustments to their pre-Winter Update state.
    We failed to anticipate the reaction of the community to changes in such heavy-use weapons, and we clearly need to re-evaluate our process for making and communicating about changes in that space. We still think there’s value in trying to find a better balance for pistols and more skillful ways to use rifles, so we hope to tackle rifles and pistols again in the future.
    We’re constantly reading community feedback and while we don’t often respond directly, understanding the community is one of the most important parts of working on CS:GO. Mistakes happen, but when they do, we’re committed to making sure they get fixed.

    They really fucked up with this one. CS GO will never be as good as 1.6, and they certainly don't do themselves any favours with these kinds of changes. I don't like Thorin much, but he is pretty much spot on with this one.

    Being anal but there are inaccuracies from my point of view in their explanation.

    It's undoubtedly true that changing too much murks the waters on evaluating gameplay, but pistols and rifles are completely different things. Also (1) the update has been out too little to allow people to adjust to new mechanics, even if they were on the spot (2) of course that people are still spraying if the inaccuracy of rifles has backfired contrary to their expected result!

    From what I read seems to me they should have rolled back only one of the two settings, probably rifles that seem to be more affected, while pistols people were saying was the correct direction(?)

    Also stuff like timers sound very intuitive that increasing both, the update nullifies the other.

    But yeah, like I was saying some posts ago, it's clear that they are adjusting the game on the big mass of casual players rather than pros. And I'll throw it out there: I don't see why tournaments shouldn't change settings like timers. Eg. for ages in international basketball tournaments Americans had to adapt to a longer shoot time. So if pro tournament organizers don't like the round timer, they should be enabled to change to cater to the experience they want to have.

    Good news everyone, they said they want to improve the game ! :)

    Wouldn't it be possible to modifify the accuracy of the first 2-3 shots independently of the accuracy of other bullets? Because ultimately, burst firing is powerful when you have a reliability to it, and is related to skill since you know where you have to put the bullets and if you put them there without too much randomization effect, it's because you wanted to put those there. As long as it is reliable, skillful players will use that method, because of the sole fact that it is faster to kill someone with a burst on the head, rather than 4 or 5 bullets sprayed down the opponent's chest.

    Does anyone know how to contact them, and if they will be listening if you contact them with very precise implementations to the game?

    Not that Valve have to give us a running commentary, but if they had released the update WITH those roll back notes, or even warned us all "hey guys, we're planning on experimenting with some weapon values in the hope of doing..." and the game goes into a public beta state where match rankings don't count or provide beta keys for those who want to try the different version which we can opt in and out of freely to play with other beta clients.

    But there are a lot of people who like to suggest absolute drivel without any understanding of how that impacts the game as a whole, let alone the development required behind it. (Yes, I realise the irony of following my previous statement with this :P )
