Do I misunderstand now or is Miller actually doing it without Broussard now? If so, then we might get actually lucky someday.

If nothing else I'd imagine Miller could hire a third party team to finish the game. I'm pretty sure he's behind all the licensed external Duke games that we did end up getting post-Duke3d.

I'm convinced the DNF release is some elaborate gag set up in the 90s. It'll still be going when we're in retirement.

Judging by Borderlands I think Gearbox could definitely write a Duke game. I don't know so much about designing one, though. Besides Borderlands the only Gearbox titles I've enjoyed were the HL1 expansions.
