Fun fact: We don't do this in America. It's been suggested a few times and it's always laughed away. We have a ton of problems with our public schools but reading and writing isn't one of 'em. Disobedience, teachers having to act like babysitters, and drop-outs are a far bigger issue, and that's for inner-city schools.
