The kind of presentation found in your post is a very familiar sight in the modding world; big ideas and a long list of available roles. I don't want to be harsh here but the outlook for these kind of projects aren't usually too bright. So my recommendation is to create something small but solid together with your buddy. It won't be the most epic visceral cinematic immersive game ever made, but it'll probably actually get done. Making games/mods is hard work, so be careful with how much you plan to take on.

Well as I've mentioned it's as big as we want it to be. And regarding the gameplay I have a more in depth discussion about ideas for npc behavior on the moddb site.
I wanted to keep the post a bit short since I already typed it out on moddb. I was working on a mod on my own and got pretty far but the orangebox hammer broke down so I had to put a halt to my work. I know all to well how big mods tend to fail that's why I put up a plan to prevent this from happening. Ill go more in depth about this if anyone is interested. It was actually a subject I did a small project for over on school looking at why mods fail. This is why I want to put my theory to the test.
To be honest we don't necessarily need those jobs to be filled, It just would quicken up progress a bit.
The only thing we absolutely need to make it work is a coder. however I could try to learn that myself.
And of course I do realize that the chance exists that this isn't going to work out. But I'm going to do everything it takes to make it happen.
