After many month after that valve's agreements the team of TF2C and Of has disabled their download. They have now been returned after a silence period:

Seems like Valve is being unnecessarily difficult here, but I don’t think that 100% excuses these folks from doing exactly what they were asked not to do.

I can see why no one wants to deal with this situation.
