They said they haven't even started the game but they are excited to make a new UT. They are going to work with the community to build what the community wants. Good luck!

The just announced that they will begin today to work on a new Unreal Tournament. They'll release their build on the UE4 market place regularly so the community can start modd and work on the game.
The game will be FREE (not F2P) because the game will be half made be the community.
The said that they want to develop this game with the community. I think I heard that the source code will also be accessible. You'll also be able to propose your content on the ue4 market (just like Steam Workshop I think). You can sell your content or not (It's probably there that they make money) : maps, characters, weapons, skins, gamemode etc etc

Minimum requirements of UE4 are quad core cpu and DX11 GPU, that excludes everyone that is running on dual core cpus and GPUs from Windows Vista era (DX10 and before).

Also, this doesn't necessarily need to be a bad thing, quite the contrary, like you said it might give free reign to the comunity to put their hands on this sooner and make the game we want to see.
Epic is aproaching everything in such an amazing way latelty, they understand that locking yourself behind close doors for 3 years, and BAM here's our game, is not the way to make games or engines anymore. Getting public input is extremly valuable. Valve has known this since forever, and i'm very happy to see others opening their eyes as well.

Seems like a pretty clever way to encourage and incentivize the modding community to do cool shit, and in extension increase UE adoption.

Now that's some progressive thinking by Epic. No need for a viable market and no need for big budgets. It's brilliant. They put a small and affordable team on it, build it with community help and make money of the marketplace. It's low risk, transparent, cost efficient, good advertisement and fan service. What's there to hate? This is a good time for people to seriously consider moving to UE4.

I know what you're trying to say there, it's the same argument people make in regards to having machines do work that people used to. People argue that machines are gonna take the place of normal people and there's not gonna be jobs anymore. Isn't that's a very narrow minded way of looking at it? Very glass half empty?
If they didn't take this aproach, UT4 would never get made, because it's just too expensive to make AAA games and arena shooters are not what they used to be in terms of popularity. So they hand it to the talented modders to do it, everyone wins.

I'm not saying it's wrong or right, and it may well be the case that the game wouldn't have been made at all previously. At least this way it gets to the fans.
But I do wonder.
