    My knowitalllawstudentbrother says that there is a special terrorism law which would make it possible to give him 31 + additional time.

    meh, he's out after 16 +/- some years and by then its all more or less forgotten by the general public. He'll probably even be given a new name and free facial surgery so that noone can recognize him. All on the tax payers bills because thats how cool we are in norway <3
