So are both expansions tied together story-wise? I.e. do I need to also buy Clear Skies to understand what's going on in CoP?

Story writing is so horrible in all of these games that even if there was a connection, you shouldn't care.

Clear Skies is kinda like a proto-CoP gameplay-wise. Story-wise it's a prologue that pretty much exists purely to explain how Strelok lost his memory for Shoc. It has nothing to do with CoP.

They use a slightly altered cyrillic alphabet and different words, some of it is the same or similar to Russian, a lot of Russians who live closer in proximity to the Russian federation border speak Russian too, especially in the Eastern region.

I knew that there was a difference between Russian and Ukrainian in languages, but I forgot that Chernobyl/Pripyat is located in the Ukraine and not in Russia...
