I see where you coming from @Mitch Mitchell… I would argue that’s what most stealth games do.
Mind you, there are speed runs, something popped recently on my Yt feed for this title already(!), I think IO is very good at providing a range of different options. What you suggest is diluting and padding, I’d counter saying is exploration and tension building. It wouldn’t feel rewarding to line up a shot if you didn’t have to wait a certain time. I remember the satisfaction in Blood Money after finding the attic in the swamp level when you can shoot the groom whilst they say “yes” on the altar ?
It’s the same principle as horror games, wouldn’t work without spacing and timing certain events. I agree that to the seasoned player, especially developers, the system are quite blatant… but isn’t it true for basically every game? Like when they give you an RPG in a shooter, you know a big fight is coming up.
I haven’t seen or read anything you look for, but you can try and see if Gamasutra has any Post Mortem or search the GDC channel. The closest thing I’ve seen on this is Mar Brown’s analysis of the previous Hitman

Rolling Stones I started playing surely because of the Westworld soundtrack (Paint It Black) and then I eased in some Beatles because stuff like Yellow Submarine is sort of my "housekeeping" song, as it often pops in my head when doing manual work on auto-pilot like dishwashing etc.

Everybody has a different perspective on "value". I have stopped buying at full price ages ago, I've done some preorders in the last couple years, but only because there were occasional major pre-sale deals (-40% on Mad Max and Batman Arkham Knight!)
The Hitman serie definitely goes way beyond what the average AAA offers, in terms of hours of playtime for a SP title… that for me has become actually a reason not to buy because I struggle to play standard length games.
I'm quite the fan of Hitman and still plan to play World of Assassination… after I finally play Absolution

If you want the map to get into an operation, you have to reach certain standards also in terms of graphics. Which is not the best you think you can do, but something that adheres to the CSGO design language/style.
It’s great to aim high and wanting to succeed, but you have to be humble and put in the work. There are operation mappers that didn’t get a second map in there, despite those being very good. To me it sounds like you expect to end up in an operation, where we don’t even know if they’ll have anymore of those…
A new contest is being organised, stay up to date on it, participate, and that most certainly will give you loads of attention, if you can make a map as good as you think.

For me counts as playtesting a shell that has been played with people other than the mapper himself.
Compiling and running around the map yourself certainly tells you stuff, but I wouldn’t regard it as meaningful, as players might suggest to change everything.
And like it’s been said before, how’d you even check/enforce that.
Like I said before, I think people are being too touchy and we should trust our community more.
An aside: I see where @csWaldo is coming from and it sucks to miss the opportunity after lots of hard work, also the contest might affect their development regardless, as might be harder to get the map tested going forward. I wonder if maps well into development could run as “off-contest” and simply be tested and scored, with no access to the prize pool.

I do agree with @El_Exodus about the play testing thing, was a subject I was reflecting on in my previous replies and the only meaningful way that makes sense.
The real advantage is having something playtested and already refined.
Not sure about art, everybody is free to work the way they want, usually people at their first attempts at mapping do use textures, also it’s quicker to drop a model for a box/container than creating it out of brushes. I think would be pretty clear when a map has been worked on for months in terms of art.
Something I don’t remember being decided, is the contest targeting only de_ maps or participants will be free to enter cs_? What about wingman?
