It doesn't imitate photoshop. In fact, GIMP's GUI is more reasoned then PS' GUI imho.

You can do almost everything with GIMP, what you can do with PS. Almost. Just that alot of stuff in GIMP reacts different than in PS or is placed at a different place. And there's also stuff that PS can't do, but GIMP can (for example, PS hasn't a advanced scripting language).
