Kinda like freelance, but not paid.

I am a bit confused. I want to purchase left4dead with steam and there was said. $44.99 When I want top buy it there comes VAT $9.45
So it's $54.44 total. Why do i have to pay those VAT $9.45 ? Then it looks better that buy the box in the shop instead of steam. :s
