Well yeah the same was for Witcher 2. You needed 40 gfx cards to run it at the resolution they were advertising it at.

What downgrades? I don't want to watch it.

Just find yourself a reputable bodyshop in your area and ask them, they'll know what to do for you.

Colour code alloys? You'll need to be a bit more specific. You want them painted? Any local bodyshop will do your wheels for you if you have the paint code you want.
