    Good start indeed, when it comes to the accuracy of scale Its worth trying to downscale really big buildings to 3/4 of the orinal size, it can often feel more proportionally correct from the gamers view than 1:1, no game sticks to exact scale, aim for what feels right with the set FOV and player camera height. More importantly you should add scale reference assets that will help you get a feel, such as a car, door frame, lamp post and human character.

    Crysis 2 [CE3] is defo a good bet, your going to cutout tons of old school learning and get into the good stuff fast. Source engine would be a good bet if you plan to make a mod with a very small team as the art requirements are much less than most tools.

    UDK is worth a shot too but your going to need art!

    cool - my crit are all with lighting and fog, lighting should have much more contrast between illuminated cones/spotlights and unlit areas, would be better to make the fog less thick and also like evert said add some particles or something else to make the air feel warms and humid (i guess thats wot you want if its orange) light shafts are also a nice way to do this

    hmm for me textures make a much bigger impact than more polies/geometry detail - thats why RAGE looks so awesome because they really nailed the texturing and shaders / post FX
