It's very different from person to person and ofcourse what kind of job you got in the company. I dont think a person, even if that person is just out of school, needs more than 3 months to feel comfortable in doing his job well and fluently if all he does is create props like barrels and pipes...
But yeah, most people I've talked to in the software industry sais its a 1 year iniation period.

I think it really depends on the scope of the game.
I think the bigger the games are, the more artists you need to create the vast world. But, in my experience, most programmers are a little lazy because they got the mentality that since they got a degree (most of them do), and because not many people are programmers; their job is secure. Artists dont feel that way and work their asses of because of it.
