while its a cool artwork graffiti piece, the bricks themself tend to look a bit blurry and stretched. and it doesn't tile. it seems like a better design for a overlay image rather than a full texture to prevent weird tiling

The image does tile, the grafitti does not yet until the full 512 x 1536 piece is complete. I don't see how you see it being blurry and streched but that is your opinion. Either way, rules do not say it has to tile.
