I'm doing a map as a practise that could possibly fit your theme, I'll show some pics when it's further finished (about 15% or so thus far) and if you're interested I'd be happy to convert it for your mod.

No offence like, the London bit is a great idea but why do you need New York? So many mods/games use the US as a location, why not just stick to London?
