What's the current level editor you can use to make QL compatible levels?

Well, you can use any Radiant, meaning Gtk 1.4-1.6, though there is no official community support for that. That means you won't be able to use Ql specific features. What you can do is basically make Quake 3 map, and run it with Ql, but that way you won't be able to use new stuff from QL.
