It doesn't even let me get to entering payment info, just quits back to the storefront, I've had no warning of begin banned from making purchases (is that even possible?!) I was buying things just fine during the E3 sale.

I think it skips entering payment info once you make one succesful purchase (atleast for me). Register a fresh account and try to gift something to your own account, then you will know if its account or cc issue or whatever.

It still goes to a confirmation page (where you can also shoose to edit the payment information) and not the steam store.

I once had such email but it was phishing spam.

Yes, i didnt say it's, but it wont ask you to type all the information after successful transaction.

But yes it indeed shows up the license agreement thing and cc information. I still think that you can still try doing it from a different account though.
