it's not this law that's retarded, it's the fact that the rule had to be changed to get enough support for passage. welcome to burocracy!

This law was brought up in order to prevent idiots from killing their babies right after birth. At the time there was no way they could legally abandon them so they set the law up. Unfortunately like the rest of the country Nebraska forgot to specify an age.
