its single player only why would they lock it? i don't understand why they would benefit at all by doing so

because it's done for console, and they have built everything for that specific fov, if they allow you to change it too much then you get problems, animation clipping, perhaps hud problems etc.

it would be nice if they had a slider that let you choose the highest fov before it breaks.

but then think about the amount of work involved, it's probably not as simple as you think, can can they afford to spend the programmer time when people are going to buy it regardless, and most of the money will come from consoles anyway.

Somebody will hack it before too long and release some sort of script that allows you to change the FOV anyway.
