GTA IV PC!!!

Well not really. But there is a russian guy that is doing some sort of DX hacks, basiclly you put dll and ini into your game (dx8/9) exe location, run the game, activate it and yeah. In San Andreas I now have Ambient Occlusion, real time reflections on cars, bloom, motion blur, dof and so on. I was really surprised when I saw it.

i wouldn't use it with multiplayer games though (VAC).

There are also older versions of this "mod" that'll work on most any games. I've got the DX8 version made for Vice City in my Freedom Fighters directory- it's kinda buggy and in places way brighter than it should be, but occasionally it looks AWESOME:
