This actually makes sense to me, even though from another direction, which would shed a light on the matter. There used to be some rumours about plans to redesign the internet service as a whole into a form that rather resembles television than anything else, meaning that you'd have a set of websites (just like TV channels) you're allowed access to, according to your subscription. What the consequences are is pretty much obvious. But you know, it's just the Internets and it's a cheap rumour.
It's pretty contra-productive as a measure to contain internet piracy though, and not only that - the principle of suspecting every single citizen of a crime, be it small or fatal, is wrong per se. You seriously have weak parlaiment though.
