Wouldn't say the whole vote is about immigration, just that it was a key issue.
During the Tories' 2010 campaign, one of Cameron's campaign pledges was to cut net migration to 100,000 a year by the end of his term. Which at the time was about half of the current net migration in the UK. A goal that because more obviously unachievable as the years passed and immigration numbers kept rising. It became clear that being part of the EU with its free movement, the government wouldn't be able to impose limits to migration. This of course highlighted to the more euro septic MP's that the UK has no control over its borders.
So during the Tories' 2015 Campaign Cameron instead of fighting against numbers he said he would campaign for benefit reforms where people coming from the EU would have to work for 4 years before being qualified for certain benefits, some of which being free social housing and child tax credits, in the hope that net migration would fall. The EU outright rejected the idea just before the referendum.
As a result it made Cameron look weak and powerless to make any decision on the subject, and fuelled the fire the anti EU supporters were burning.
So its not as if this was some sudden decision. It has been an issue ever since Tony Blair was in power and part of the reason Labour lost the election was immigration. Its been a very hot topic for over 15 years and although change was attempted, it was rejected by the EU. Now like it or not, we live in a much more uncertain time.
I would like to also point out that no one really gave the leave campaign a chance to win when the Tories made the referendum part of the campaign pledges. But a whole bunch of terrible circumstances and events seemed to suddenly appear that really galvanised the leave campaign and gave them so much ammo to fight with. One of the big ones being Cameron being given the shaft by Merkel. The EU is in no way blameless in this situation and could have stopped it had they wished.

My comment about the arrogance was directed towards Angela Merkel and the rest who were against throwing Cameron a bone so he could go back and say "I have negotiated a good deal for the UK" even if in the end it resulted in nothing. They wanted to make a show of power by playing hard ball.
And I am of the opposite view, in that it was the EU that bluffed and the UK called it. They tried to make a show of Cameron by rejecting anything he was fighting for on the assumption that the UK wouldn't leave. The UK people voted and now both the Pound and Euro has significantly dropped, calls for a referendum in many other EU nations and thoughts of a possible weak EU are driving people to doubt the whole thing.

The movie is Children of Men if i am not mistaken. Excellent movie.
And the EU couldn't be nice to a country threatening to leave? When that country is the EU's second largest economy and an island nation that's always been quite euro sceptic it might be time to play nice and not push the swing voters over to the leave side. Now because of such arrogance the UK people voted to leave and we will all pay the price for it. Short term at least it will not be good for anyone and I wonder what will come of the other larger EU nations' calls for a referendum.
Long term though I can see it being good for the UK, but disastrous for the EU since now they only have two economically strong nations and so many weak ones that need to be supported.

I think that's the attitude that ended up giving the leave campaign as much support as it had. Cameron was trying to negotiate a new deal for the UK but it was clear right from the start that he could get nothing out of all the negotiations. Couldn't even get enough of a deal that he could spin into a good thing. Made a lot of people realise that the EU does not have any consideration for the nations as individuals.
Now because of this elitist attitude, there are calls for referendums in many other EU nations and it looks set that Scotland will leave the United Kingdom. Scotland wants to be part of the EU, but will there even be an EU left by the time it all comes to fruition?
Troubling times ahead indeed but I think the vote highlights more than anything the huge divide within the United Kingdom right now when London votes remain but most of mainland England voted leave as well as all of Scotland voting remain.
