Yeah. Any Engineer near the red blinking control spot will go over to it and sort it out for you. When it turns to blinking yellow, then it's yours. Just select the satellite dish to bring up an aiming cursor, link it with the satellite on the nearby island and hey presto, a white beam will flow between them. Then just order your squad into the satellite and kick arse.
