Not entirely sure what report you are referring to specifically but I don't see anything wrong with testing out the waters on PC first and distribute via their own platform where their core audience is. Then tweak the game and add a layer of complexity later by porting it to mobile. Basically what Blizzard did with Hearthstone. Valve is not a mobile-first company and saying that the game would have been more successful there because card games are popular on the platform (just taking your word here) is a giant leap. Also, imagine what the gamers' reaction would have been if they had made a DOTA game for mobile first/only 😄 (actually no need to imagine just see last year's blizzcon).

There was a few I really enjoyed-
-Fishnight had beautiful visuals, would love to see a videogame in this style.
-Beyond the Aquila Rift was some lovecraftian in space type deal. Creepy as hell and really atmospheric.
-Got strong Starcraft vibes from suits
- good hunting - again - just amazing visuals.

If graphics get crazy enough such that hardware manufacturers can't keep prices low enough for the average consumer, or developers can no longer afford to optimize what they're making, or consumers get sold on the idea of "hyper-realistic" rendering that only Google data-centers could provide I can see this taking off. Not sure America's shitty infrastructure could handle the streaming aspect.
Ultimately this being successful wouldn't be great for anyone except Google.
